In Britain that is illegal. If you display a "reduced from £x to £y" or a "reduced by z%" you have to have sold it at the higher price for at least one month within the last six months.
Of course plenty of stores "discount" half their stock for six months, then put the price up, "discount" the other half of their stock, and repeat the following year!
