Yes he should complain because it can get him deep in the sticky brown stuff. If content provider who sold the picture to thrillho saw this he would assume that thrillho had given the picture to the other webmaster to use in exchange for the link and would have been after thrillho for heavy financial compensation, not the other guy. He may even add thrillho's details to cheater's lists, leaving thrillho looking like the guilty party instead of the victim.
