Weird IP results.

I've just had an email from a client with a weird set of stats. Basically he is getting hundreds of hits a day from 66.249.66.212 which is listed as a Googlebot and about a hundred a day from 65.55.3.141 which is listed as an MSN bot. He is getting practically no other traffic. I can see no reason why MSN or GOOGLE would bot his site so often (it is about 20 pages long). This client has in the past bought traffic from less than honest suppliers, and I am wondering is there some con where traffic sellers spoof search engines, or is there some honest reason they may be getting these results?
