Here's how I do it (in PS):
1. Create a new layer under your image. Fill it with whatever you want the background color to be. 2. Select the rectangular marquee tool. Set a feather value that gives he amount of blur you want (higher number = more blur). 3. Select your image slightly in from the edge. 4. Right click -> select inverse, hit delete. 5. You're done!
