Is this a actual ban? I thought it was just a penalty.

I thought with a ban the site would be removed completely from the index and you would have to contact them to request reinclusion.

I figure this is just some dumb penalty since they are still in the index and being crawled. I thought if the red flags were removed the penalties would be removed automaticly
