Anyhow, yes some countries in Europe can have girls in front of the camera when they are 16, but until today I am not aware of any reputated producer or production in Europe, incl. Chzech, Poland, Hungaria which ever has done this or will go into it. You can't imagine the troubles you will run into if your are doing so, so nobody is doing this - as I can guarentee to you, that your company will be closed for at least the next 12 months.
We do not have these 2257 law in Europe and therefor any production before 2004 has not cared to much about this. Also some older productions the girls and guys have shown there passport only to the photographer and this was ok. So many have never done any copy of the id's.
Most of the stuff of underage girls is comming from Russia or formal known russian countries. There you have some guys which have faked the id shots of girls. But these guys are known and none of the European producers, agencies etc. would touch them as one of the main agencies (or the main agency) run already in huge problems with them.
