I think your diet theory might explain why East-European models seem emaciated to us, but not their youthful looks. Also, these corn based foods (the list is staggering) create cheaper (less expensive) food options, not limiting them to the wealthy at all. The argument that our people are over nourished works just the same as the argument that Eastern European women are malnourished.
Japan is one of the richest nations in the world. The Japanese people are not obese, and models from there often appear decades younger than their biological age; so the theory does not pass on the wealth factor either.
Much of it has to do with perception and nature. Eighteen year old girls in your country may often posess relatively curveless bodies, large eyes, coltish legs and small jaws, which North Americans associate with our own pre-pubescent girls.
