That is borderline honestly. If the rest of the site is clean and the pics are fresh then I'd let it go. But if it's sponsor content and the site had other "borderline" things then I'd reject it.

Those thumb-like banners throw off your ratios anyway. People who accidentally click thru to a sponsor, even if it is just them being dumb, tend to feel as if you have done something underhanded to get them there. It's just best to avoid those banners. If I owned a program, I wouldn't pay for banners like that, knowing that most webmasters can't use them.
