Some people may think that it's no big deal to inflate a membership count like that. But when you are selling advertising based upon those figures, then that's not being honest with your potential sponsors.
It's the same as selling magazine ad space and claiming that your circulation is 4 times larger than it actually is. Some people would call it fraud.
