Get yourself some reliable hosting.

Get a good script that will allow you to take submissions - Here's a good freeone to start with You can buy a better one later if your successful.

Build/design your tgp page(s)

Initially fill it up with sponsor galleries so surfers have something to see before you start getting submissions.

Setup you submit page with rules and the recip link you require submitters to use.

Submit your site to all the submission software sites so that they can add your site to their database....you will need to add a link back to them from your submit page. I would avoid adding it to the Russian Submitter database....your just asking for a massive amount of cheaters.

Start getting link partners to swap links with you.

Feed the site with links from freesites you build etc.

Once you start getting a bit of traffic get a trade script - CJOverkill and SmartTrafficTrader are decent free scripts that will do until you need something better. Don't set your skim to low. Add small trades to start and keep an eye on their productivity. Replace trades with a constantly bad productivity with new trades. Don't be tempted to try and trade with big sites.
