If it's a genuine Links List with genuine submissions, then a link in their More Links / Links Lists type category is absolutely fine. Anything else is vaguely silly IMO.
If it's a fake links list, they've got two hopes and Bob's no more. We can trade index links or whatever separately.

I have an "Other Free Sites" category that links from just about every page on my site. I subbed my site to all the LL on this page, listing it as the recip url and I think only 3 LL reciprocated...
