A banner with a line of text above and/or below should be considered 1, if they are all 1 ad.
Old school LL always have it worded as "3 sponsor ads per page". In general I'd stay with that interpretation personally. Also, you can easily make it all within 1 href statement if someone is a stickler. href, text, br, banner, br, close href.
