Affiliate Newbie know-nothing needs help

I don't understand what it is you are trying to do. Are you just trying to link a banner to a sponsor?

Like I said I know next to nothing about affiliating

I have a banner already, or I can make new ones, that advertise my web site. At the moment my banners only have normal html links back to my web site.
How would I go about promoting a banner on other web sites but offer the other webmasters, cash, in terms of the members that they would(hopefully)produce.
