just because there haven't been any arrest yet doesnt mean that their won't be and they are just covering their ass.
Myself i would actually look at the sites that did pull content because that tells me they are paying attention and they are serious about the business, and those that didnt pull their stuff if they were illegal I would think to myself HMM if they would cheat the law why wouldn't they cheat me or my surfers sooner or later. Just My 2 cents.

Obviously we hold opposing views. As I said in another thread all who notified me they were taking down their sites or content until the dust settles are welcomed back
