I think the majority of those paid spots are being purchased by owners of the sites being promoted, so they're getting a much larger return per sign-up than an affiliate would.

Yes, that's true... You need to be very and I mean VERY confident in your gallery design/content/sponsor to buy those spots. But it's possible to make a few bucks from them.
