Actually, saying you can't do anything about that is not very true. If you cared about this, you would have redirected all submitters coming from banned hosts/countries to a page saying that they require a "special" account. That way they can get here, show samples and eventually get approval. That's the way all of us get accounts when required with reviews. After this you can ban the sucker and all of his sites if he's a cheater. You have problems with proxies? I can hook everyone of you with script that collects high anonymity proxies from free servers and shit. I can also give you a fine PHP func that will tell you if the surfer's using a transparent proxy. This is so fucking easy. The whole system can be done in a few days. Although, nobody cares - it's your call anyway and I have no problem with that, but please, don't say there isn't anything to do.
