Do what you have already been told several times in other topics. Buy some photo sets that are similar to the site(s) you are promoting and use that to build your free sites.

Using sponsor content for building free sites means that you will always be at the mercy of sponsor and how often they offer fresh content, because you will always need to be one of the first to submit free sites using that new sponsor content in order to get your sites accepted. After that new sponsor content has been submitted a few times to a LL it will get declined.

If you're serious about this business...buy some content. It opens things up a lot from a marketing standpoint and you should have better results getting listed (assuming you start following some of the other advice you've gotten in these forums).
