I am a bit confused.. I have always submitted to Jays until a week or two ago when I noticed the 40 pic rule pointed out in a thread here.

3. If your site has more banners than pics, you will be declined. You site must have at least 40 pics. Webmaster, Links sites, humor, and music are an exceptions, of course.

I went and found it and stopped submitting, I don't know how I never noticed it before. But then today I look in this thread and many of the sites people are asking about do not have 40 pics. So whats the go??
I do know if I built free sites with 40 pics then I wouldn't get listed at some other places I submit to so that is not an option.
