First question, have you been submitting galleries to other TGP's? If not, that's where you need to start. A solid understanding of the process from the submitters point of view is invaluable as a TGP owner.
That said, some short answers to your questions... Starting a TGP is a simple matter of getting a domain then buying, installing and configuring a TGP script. I use AutoGallery Pro but there are several others that are popular too. Traffic trading is matter of exchanging links with other TGPs. It's best to have a trade script installed on your site that monitors incoming traffic and it's productivity. I won't go into skim/no-skim pros & cons at this point. A TGP owner makes money two ways. By placing sponsor program links and galleries on his TGP and by selling advertsing. Selling submit passes becomes an option if your TGP gets lots and lots of traffic. I agree with Toby, be a gallery submitter first, really learn how to be a good gallery submitter as good gallery submitters grow up to be good TGP owners, lol.
