Sir Moby you make more sense than any politician I know of, let me know if you ever run for office.
The only flaw I see in your plan is it would have to include all of South America. My father in law retired to Antigua Guatemala (he lives like a king on a small pension) The Coyotes (human smugglers) are treated like heroes there and their not just bringing South Americans across their bringing Chinese too.
