The lack of a fav.ico in the browser's cache isn't necessarily indicative of whether or not that surfer has been there and certainly doesn't mean that they've bookmarked or not. Plus, not all browsers care about the fav.ico.

Let's not forget, FireFox often pulls the fav.ico when a page is loaded in a tab too.

I just read the documentation - it only reads the IE fav.ico requests - then it extrapolates the number...
