I agree with Porn Junkie and Howling Wolf, submit, if it's not listed in a month with no notice as to why not, forget 'em. IMO if someone is a year or even two months behind on submissions they're just not serious about this business.
When I try out new lists I give them a week. If I'm doing something an LL doesn't like I'm not going to wait months to find out what it is ![]() That said, I don't bother changing recips if I'm not listed, I just build another one and replace that LL on my recip tables.

It's a shitty feeling thinking that you've been faithfully linking and submitting for ages before you realise it's a waste of time, but if you know that they are behind and you've been assured that you'll get listed eventually then I don't see a problem with waiting for the later boost in traffic.
