Countries like Germany, Austria, The Netherlands, Spain and some more are THE Direct Debit countries.
As example, in Germany we have no checks anymore. If you want to pay your rent, phonebill, electricity and everything else, you need to have a bank account for wires. Also for collecting money, even wellfare, and so on, you need a bank account. And everybody is used to pay their bills via Direct Debit (somehow comparable with autobilling, except that companies withdraw the money directly from your account).

Are there any safe guards? I mean a hacker could in theory obtain your account information and clean your account out and move onto the next victim.
