I'll throw a wrench in here just for the hell of it.. One of the reasons category linking isn't as effective as it could be is because it ends up being a A<->B exchange... So instead of getting rid of the cat links, why not say you prefer they use a category link recip that doesn't match the cat they're submitting to... Now the submitter can pick 1 cat recip and use it all the time but you get the benifit of an A->B recip. Both of you benifit...
