If it were just affiliate banners I might agree that it could be possible, but the co-branded site is pretty hard to slip through the cracks.

Not that I'm trying to stand up for anyone but I know co-branding has been in PussyCash tools for years and I've used it myself too. All you need to do is upload your logo and you have co-branded imlive site in few seconds (without any approval or anything)

True, they provide you with every aspect of site template.
I don't think that they will go after every site that send hits and decide it whether site is spammy or not.
