Question about Softcore

As long as no real flesh gets penetrated it's softcore, so when inserting a frozen steak, it's hardcore

I always thought softcore was just a nude model or even if the model was using a dildo or masturbating, I would still think of that as softcore. Hardcore in my mind means penetration or two people fucking so the clear line I guess would be penetration. But I am not a porn scholar so this is just my opinion.
