It's Google's rating system. You can see the PR of a site by installing the Google toolbar into either Windows IE of Firefox.

It doesn't mean all that much but it does give you a rough idea of how important Google thinks a site is.

I put that in this thread mostly to filter out crap Blogs but it isn't an absolute rule.
