I signed up for Payoneer through adult-empire, and my Card activation fee is less, only U.S. $9.95
And yea, they charge a load fee still, and monthly maintenance, but the cost is zero for purchases, what is what I plan to do with it. Western Union would be cool, I'll drop a note on the AE board, and see if the owners will consider it.
