I thought it was 3 banners allowed and the text links were ok? I might be wrong but idk.

It's three links max per page.

Also if you submit to TGPs some of their scripts actually count the total <a> tags that go to another domain so if you have poorly formatted html you could have more than one link tag per ad counted against your total.
