If you are just batch resizing, I love ACDSee. Very fast, and doesn't seem to degrade the quality very much at all.
Also great for organizing content that arrives out of sequence, you can drag the pics around to where they need to be, then select all and batch rename to keep them in that order. And I agree with lux_interior, Arles rules if you need to make galleries, I must have 100 different templates built and use in that program.
