I see that too. The thing is, it's not quite as simple as the amount of backlinks, or even the anchor texts used. And of course depending on what you use to check someone's backlinks you may not even be aware of all of them. But rankings are also influenced by things like domain authority and real (not toolbar) PR of the sites linking in, the link diversity (the kinds of sites linking), link velocity (the speed at which links are being added), and of course other things like bounce rate and the time the visitors spend on site, the number of pages navigated to by each visitor, content sharing by visitors, semantically similar keywords used for internal linking, and more.

My earlier comment was really just saying that the days of trying to get all links pointing to your site using your main keyword/phrase, especially if that's also your URL, are behind us now. It's still a good idea to have those links, but now they should only be about one-third of the total links pointing to your site.
