The whole green card thing appears to be unique to the USA. Anyone can apply, anyone can be selected. Most western democracies pick their immigrants based on the people they need. For good or bad, America continues to harbor the notion that they should accept "huddled masses yearning to breathe free" -- okay, normal joes who want a better life.
