It's not true to say you can't give up the domain, and move the site to another domain name. It would be a bit of work, but it's fully possible. If your tgp trades start dropping you, if it turns out to be true that you at stuck at perm zero, moving will be your best option.

3-4 months is a surprisingly long time to gain pr. Was there any strangeness in the way you purchased the domain name? Was it owned by someone else and transferred to your name?
