problem with ssi and firefox

Mine work in FireFox. This is how I do it

include "$DOCUMENT_ROOT/includes/menu.html";
?>

OR

<?php @
include "http://DOMAIN.com/FILENAME.txt";
?>

I had to start adding in the @ after my server was upgraded.
