Help with "new" Windows Movie Maker in Vista

Not so much of a newbie now, but this is making me feel like one.

New computer, very pretty Windows Vista, and a "new" version of Windows Movie Maker (Version 6.0 build 6000)

Some of the options that I found useful when editing movies for my freesites have changed. One in particular that is causing me problems is the "best to fit file size" option when saving an edited clip.
It's gone, and while there's a "Compress to:" option this either makes movies with a tiny picture, or a regular-sized screen but in really, really bad quality. "Best quality for playback on my computer" makes clips too big to use. (Usually over 2MB for a 15-17 second clip)
I want to keep files to around 1MB in size with a good enough quality to use on freesites.
Am I missing something?
None of the available options in the "more settings" drop down box seem to get it right. Too big a file size or awful quality.

Any help is appreciated, including suggestions for alternative movie editing software. I've tried a few and at the moment I'm fiddling with "Video Edit Magic" to see if it'll do what I want without much fuss.
I'm happy to pay for the right software assuming it isn't hundreds of pounds. It's very basic cutting, joining, and saving, just like Windows Movie Maker that I need.
