web cam tech question

I'm trying to help out a friend by taking the hour-plus long web cam video file she has and chopping into smaller, much more downloadable files for her site members. Would be no problem if it were, say, a quicktime .mov, which I could slice up in quicktime pro in no time. Or an .avi or .mpeg or, basically anything other than what it is. The damnable .wmv file. I've got a copy of Vegas Video 4.0 that I've been trying to use, but I'm new to it, it doesn't seem to be able to figure out how to render this file decently, and it tends to poop out halfway through a very long rendering session as I run out of virtual memory.

Anyone know of a good wmv conversion or editing program? Preferably free, as I have no money whatsoever?
Any cam dollies, hotties, or the like have advice?
