It is hard to get new affiliates and for them to push the site. There are so many offering $30 per sale and such. Best thing would be to focus the webmaster page on the Free Hosted Galleries and try to get people who own sites to list them.
If they see some results they may push it more. Offer free content too maybe. And build galleries yourself and post them. As webmasters see it they might signup and promote it.
