Unless the complaints get real bad, many do. At one of the shows I was at a Very big sponsor admitted that they do to an extend. He said, let's face it we're here to make money and spam makes money. But if it's bad then they do what they can and will shut down a spammer if needed.
Only because they don't want the heat that could come down on them.
