Creating galleries for TGP, then 'harvesting' them to build free sites is a solid way to start out. Or, you can do it the other way around and strip galleries out of free sites to submit to TGP's. Either way, both are traffic sources and you might as well utilize both as long as you have sufficient b/w to burn.
