Are they cheating?

Submitter Name: kapishon
Submitter IP: 83.28.32.153
Domain: realpornosite.com
Host IP: 66.111.56.201

Submitter Name: Gnalik
Submitter IP: 83.28.32.169
Domain: holidaygangbang.com
Host IP: 66.111.56.202

Notice the Host IP's only 1 digit off and the submitter ip is in the same subnet range. The odds of two submitters doing that is slim. The whois information is different but the dns servers are the same. Just curious on what you guys thought or if any of you knew these guys. I havn't banned them yet, just want to know, seems suspicious.
