Windows XP blocking referrers

We have a couple of members who are experiencing problems accessing our plugins.

As the problem is suspected to be the Firewall settings in Windows XP Service Pack 2 blocking referrers, I was hoping that someone would be able to give me some simple* instructions for disabling that function.

*Simple enough for the average internet surfer to follow (although our members are female so dumbing down is not necessary )

not sure there is a simple way to explain... maybe go looking at some other sites that have posted some instructions to surfers on how to handle the problem.
