No, your sites are not blacklisted. They just haven't been reviewed yet. I have a dedicated reviewer for that site. He's chained to his desk 18 hours a day and only gets a couple of 10 minute breaks so he can chug down his ration of stale bread and rancid water before it's back to reviewing.
Hopefully he'll be caught up soon.
