Having problems getting thumbs in the 5K range

I decided to start over making my thumbs as suggested. and ofcourse I'm running into problems...

You guys are saying thumbs should be around 5k. Mine are still coming out at around 17k or so.

Here is what I am doing:

1> Open full size image in photoshop
2> Select fixed aspect ratio of 100x150
3> Select the part of the image I want
4> Crop it.
5> Then select image, resize it to 100x150. (But it won't let me put 100x150 unless I uncheck constrain proportions and I don't know if thats what I should be doing or not?)
6> Then I save it as thumbwhatever.jpg.
Options then come up I choose baseline optimized with medium quality 5.

And then checking the thumb file size its never less that 15 k.

Obviously I'm missing a step or doing something wrong.
