Please Don't Promote Sites To Death

I was actually considering a little thing for my submit page that would look at your previous submit and not allow you to submit to the same category. I ahve a low tolerance for tempalted crap sites, so I tend to just push the "decline" button a fair bit... and if it gets to be too much, I click the "blacklist" button and I don't have to deal with those anymore.

But an automated system might be a good way to keep people from over doing it.
