Using non-nude model images, fair use?

If you were to have a page dedicated to a model and wanted to use a small thumbnail image of her, non nude or cropped from nude (ignore the 2257 debate on this for a moment), is that considered fair use?

I could pull one from some sponsor content but I may be breaking their policies by promoting their sites AND others on the same page as that image. So I'll be staying away from doing that. Is there anywhere I can get images to use and have them be considered fair use?

Do Canadian/US magazines pay fees each time they use a small image of an actor each time they write a blurb about them? I don't think they do. But, then again, I'm not a lawyer.
