If you don't submit free sites anyway, and any one of us has access to whois, I don't know how it could be mistaken that this is you when the person submits with "bell".
Apparently there have been other issues with this guy (from what HarryMuff stated, and GG's comment in RawAlex's post) but I don't think anyone would necessarily blacklist for a name being the same.

I have checked a big email list that I have and I found 13 people going by the name of
bell@something.com.
The guy may be a scumbag but if he is not spoofing your email address (Like I get all the time), he may not have a clue or care who you are.
