Someone looking for a "web developer" may use the singular or the plural. So you have to make a choice because it's not easy getting a site to do well with both phrases.
URB is correct. Use both in your meta tags and on your index page.

To take his example a bit further "If you are looking for web developers...you have found the best web developer for...developing your web presence...." Do as many permutations as possible from the start.
