The solution seems relatively straight forward to me.

Step 1:
Send DMCA notices, to the site owner, their provider, and to RapidShare and their provider if content is also posted there. (Site owner isn't in US, but host is)

Step 2:
Notify any advertisers and sponsors they may be using, both on the forum and on the main site. A few hits on their revenue stream will get their attention.

Persistance by multiple site/content owners and they'll either quit or get shut down.
