In spite of being sickening, it is not illegal.
The nice FBI people even said so on Oprah... As long as the clothing stays on - there is no crime... even though we know what the sites are for, the customers knowing what the sites are for, and the owners knowing what the sites are for. The girls they had on Oprah believed they what they were doing was the path to catwalk / magazine modelling fame and fortune. The parents they interviewed knew full well their membership base was primarily middle aged men - and couldn't give a flying fuck...
