Japanese traffic do spend money, but mostly on certain niches. ie sailor uniform, young softcore panties, hentai all which are very popular with the Japanese. If you don't want to handle that kind of content, Might I suggest that you create a toplist and redirect all your unproductive countries to it and exchange it for a whole load of new countries that are more in line with your content
